Population Analysis for State
Departments of Corrections, U.S. Department of Justice,
Corrections Program Office, 2000 – 2001: Under
a cooperative agreement with the Corrections Program
Office, CJI provided technical assistance to State
and County correctional agencies in a variety of areas
under the Violent Offender Incarceration/Truth in Sentencing
grant program. Recently, the West Virginia Legislature’s
Committee on the Judiciary requested assistance surrounding
the issue of studying and recommending legislation
on the creation of a sentencing commission. The Sentencing
Commission wanted to look at criminal penalties to
see if they were appropriate for the offense committed
and investigate the range of alternative or community
sentencing strategies available in the state to determine
whether additional alternative sentencing options were
warranted. The provided information also revealed “the
gaping holes of fundamental correctional data in West
Virginia.” CJI identified the problems and provided
a consultant who was able to assess their systems and
write software that pulled data from the state jail
systems database and the DOC’s database. CJI
was also able to advise the State on what hardware
and software they would need to implement a system
thought would provide them regularly available data
on their population.
Needs Assessments for Tribal Jail Facilities, U.S.
Department of Justice, Corrections Program Office, 2000 – 2001:
Under a cooperative agreement with the Corrections Program Office, CJI designed
and implemented technical assistance to Native Americans and Alaska Natives under
the Correctional Facilities on Tribal Lands Grant Program. Through this agreement,
CJI administered the assistance activities to the nineteen tribes building tribal
jails with federal funds. CJI designed a service delivery strategy, convened
a pool of expert consultants, and designed tribe specific work plans to conduct
comprehensive needs assessments to assist the tribes in preparing grant applications
for facility construction funding. CJI provided ongoing oversight of those projects
including the development of RFP’s for architectural design and for construction,
reviewing architectural plans, correctional programming, policy and procedure
development, staffing analysis, and transition services. In addition, CJI coordinated
closely with the Bureau of Indian Affairs, which has oversight responsibility
for these facilities and funds the operational aspects of the facilities once
completed.
Massachusetts Department of Corrections – Facility Needs Assessment
and Renovation Plan for MCI Norfolk (1985):
CJI assessed the operational physical capacity of the housing units and support
facilities at this 800-bed medium security facility and made recommendations
for improving the physical setting and operational conditions.
New York State Department of Correctional Services – Facility Needs Assessment
and Renovation Plan for Sing-Sing (1982): Working with HOK, we developed a plan
for renovating the cell-blocks, program areas, and support buildings, based on
operational and physical plant standards developed interactively with DOC officials.
