Berks County – Operational Assessment (2001):
CJS, in partnership with Rosser, formed a team to determine how best to address overcrowding as well as the projected growth in inmates through 2020. CJS conducted an operational analysis of the facility studying the current, routine daily operation of the jail. The assessment process included extensive observation of staff and facilities; discussions with executive, supervisory, and line staff; and, finally, review of policy documents and strategic plans. An extensive report of our findings and recommendations as to how the county could improve operations and plan for future population growth was delivered to the County Prison Board.

New Mexico Corrections Department (1999 – 2001):
CJS conducted an extensive study of private prison operations at two correctional facilities in New Mexico operated by Wackenhut Corrections, including a review of security practices, policy and procedures, training, management, and inmate supervision practices. Furthermore, CJS has facilitated two strategic planning exercises with the New Mexico management team to assist with the development of policy and procedure changes recommended by the study.

Arizona Department of Corrections – Statewide Staffing Analysis (2001 – 2002): CJS conducted a review of existing staffing levels at all facilities and recommended modifications reflecting optimal levels within each. Specific tasks included the development of standardized staffing patterns in similar facilities, conducting a study to prioritize all security posts within each of the Department's Complexes, structures and Housing Units according to inmate activity levels, and reviewing the Department's current post relief factor formulas and system, and proposing revisions as necessary.Idaho Department of Correction Operations & Management Study (2000): CJI conducted a review of the operations at and management of the South Idaho Correctional Facility (SICI). CJI examined specific concerns expressed about the relationship between Correctional Industries’ operations at SICI, communications, staffing, staff morale, and security. In its review CJI addressed operational and management issues at the South Idaho Correctional Institution and provided recommendations for improving deficiencies.

Connecticut Department of Correction - Management Study (1990): Connecticut's Thomas Commission tapped CJI to study the management of the Department of Correction and to produce strategies to improve cost efficiency, enhance management efficiency, and increase revenues with which to operate state government.

Rhode Island Department of Corrections - Management Study (1989): CJI performed a management study of the Rhode Island Department of Corrections that closely examined the DOC’s entire operation. A crucial element of the study, which resulted in over two hundred recommendations for improvement and implementation plans for each recommendation.
