Assessments and Projects in Prisons and Jails


Estelle Unit, Huntsville TX (TDCJ) - Distance Learning (2004): As part of its Serious Violent Offender Re-Entry Initiative (SVORI) program, TDCJ has targeted long-term segregation inmates for re-entry programming while still confined to their cells in the segregation unit. Instruction and orientation is provided interactively between inmate and Counselor/teacher/instructor via a LAN of computers secured in the inmates’ cells and three remotely located instructor stations. CJI has provided direction, staff training, and oversight for the project. The project incorporates computer-based learning in which through the use of video cameras, audio interactivity, and keyboard/mouse interaction, instructors can teach and lead, while inmates can learn and prepare for release. Teachers can also present various materials via videotapes, DVD, and CD-ROM to the inmates. The program is designed to assist these inmates re-enter society with the necessary life skills to be successful in the community. [George Camp]

Assessment of Institutional Culture at the Douglas County Jail (NE) (2004): Under a cooperative agreement with the Jails Division of the National Institute of Corrections, an assessment of institutional culture was conducted at the Douglas County Jail. Using a culture assessment protocol developed by CJI, the underlying, root causes of operational and staff issues were identified. The jail administrator used the findings presented in the report to make significant changes in the institutional culture of the jail, resulting in substantial reductions in staff sick leave and overtime. Indian Creek Correctional Center, Chesapeake VA (VADOC) ­ Therapeutic Community for Drug Users (2003 ­ 2004): CJI is assisting the staff at the facility to improve and maintain their therapeutic community for substance abusing young adult offenders. [Peter Rockholz] ß Berks County Jail ­ Operations, Staffing and Cost Analysis (2002): CJI conducted an assessment of jail operations, crowding in housing units, and program and service delivery systems to determine the extent to which staff could adequately and safely carryout their required duties. Manson Youthful Offender Facility (CTDOC) ­ Therapeutic Community for Drug Users (2000 ­ 2001): CJI assisted prison staff in designing and implementing a prison-based therapeutic community for young adult offenders. [Camille Camp, Peter Rockholz, George Camp]

Long Lane School for Juvenile (CT) ­ Substance Abuse Program Development, Policies and Procedures (1999 ­ 2000): CJI worked with staff at the state’s only facility for juvenile delinquents to develop programs to match the needs of substance abusing youth and wrote policies and procedures to guide their implementation. South Idaho Correctional Institution - Management Review (2000): CJI Conducted a review of the operations at and management of the South Idaho Corrections Institution (SICI). CJI examined specific concerns expressed about Correctional Industries; security operations, accountability, communications, staffing, and staff morale. [George Camp]

Iowa State Penitentiary, Fort Madison ­ Operational Assessment (1997): CJI assessed the operations and programs at the Penitentiary analyzing the impact crowded conditions were having on the delivery of programs and services, as well as on the safety of inmates and staff. ß Georgia State Penitentiary, Reidsville ­ Operational, Program, and Service Audit (1996): Conducted an in depth operational audit of the degree to which the Georgia State Penitentiary-Reedsville was in compliance with the terms of a far-reaching consent degree. Southern Ohio Correctional Facility, Lucasville - Operation, Security, and Management Review (1996): In the aftermath of the riot and hostage-taking incident at Lucasville, CJI conducted an in-depth operational analysis of the issues that led up to the riot, and what occurred during and immediately after the hostages were released in order to find ways to prevent similar incidents from occurring in the future. Washington State Reformatory, Monroe ­ Total Facility Audit (1996):
Completed a thorough assessment of the Washington State Reformatory to determine the conditions at the institution and the extent to which crowding and institutional operations complied with a consent decree. The management, staffing, policy and procedure, program and service delivery, and population of the institution was analyzed, and detailed findings and recommendations were prepared in a written report to the Department. Washington State Penitentiary, Walla Walla ­ Total Facility Audit (1994 - 1995): Completed a thorough assessment of the Washington State Penitentiary to determine the conditions at the institution and the extent to which institutional operations complied with a consent decree. The management, staffing, policy and procedure, program and service delivery, and population of the institution was analyzed, and detailed findings and recommendations were prepared in a written report to the Department. Mark DuPree Correctional Institution, Springfield SD ­ Operational Assessment (1995): Evaluated the safeguards in place at the Springfield Correctional Institution to prevent female prisoners from being taken advantage of by male staff. [George Camp]

North Dakota State Penitentiary - Operational Assessment (1993): Conducted an assessment of the policies, procedures and practices aimed at preventing excess use of force at the State Penitentiary. [George Camp]

Nassau County Jail (NY) - Operations and Management Study (1988): CJI conducted an in depth assessment of the management and operations of the jail including deployment of staff, overtime usage, accountability, and security operations. [Camille Camp, George Camp]

Federal Correctional Institution, Danbury CT ­ Program and Service Assessment (1987): Assessed the impact of prisoner crowding on the ability of the staff to deliver essential programs and services, and to adequately provide for the security and safety of inmates. [Camille Camp]

U.S. Penitentiary, Marion IL ­ Prison Operations and Security Procedures (1986): Evaluated the operations, policies and procedures relative to the prolonged lockdown of the entire penitentiary following the murder of two correctional officers on the same day in the segregation unit. [George Camp]

Westchester County Jail (NY) ­ Policies and Procedures (1983): Working with security and jail administrators through a series of facilitated small group sessions, developed and wrote all of the Emergency Policies and Procedures for the Jail System. [Camille Camp, George Camp]
