Pennsylvania Department of Corrections ­ Assessment of Health Care Services and Costs (2004-2005): CJI is providing professional and specialized consulting services to identify the most cost effective health care delivery model for the Pennsylvania Department of Corrections. CJI has surveyed all state Departments of Corrections and, within the Pennsylvania Department of Corrections, has conducted intensive interviews with key health care administrators as well as conducted exhaustive assessments of health care practices. Cost-benefit comparisons are being formulated relative to the current use of three national vendors, as opposed to the possible use of a medical university model and/or an internal delivery system model. Office of the State Auditor for North Dakota ­ Performance Audit of the Department of Corrections and Rehabilitation (2004-2005): On behalf the North Dakota Office of the State Auditor, CJI recently completed a performance audit of the North Dakota Department of Corrections and Rehabilitation. A major focus of the work was cost effectiveness and adequacy of Health Services. [Camille Camp, George Camp, Robert May, Jan Epp] ß Carroll County Jail (MD) Needs Assessment and Planning Study (2004): Currently conducting a needs assessment study of the Jail to determine short-term and long-term space needs, formulate options, and recommend, as needed, alternative sites to meet future operational requirements. Eau Claire County Justice Center (WI) ­ Space Needs and Feasibility Study (2004): Currently conducting, along with Durrant Justice, a Space Needs and Feasibility Study of the Jail, Sheriff, Police, and Court Offices in Eau Claire County to determine short-term and long-term space needs, formulate options, and recommend, as needed, alternative sites to meet future operational requirements. Thurston County Justice Center (Olympia, WA) ­ Value Engineering Analysis (2004): Conducted a Value Engineering Analysis of the proposed Justice Center designed to first provide four courtrooms and a 640-bed jail and in a second phase 20 courtrooms and 1,216 beds with a budget of $102,838,000. Working with a team of architects and engineers, CJI conducted a function based, systems approach, to identify ways to avoid unnecessary on-going operational costs and one-time capital expenditures while maintaining or improving quality and function of the operation. The analysis resulted in recommendations that would produce nearly 10,000,000 in savings to the County. [Robert May]

Travis County Jail (Austin, TX) ­ Space Needs, Staffing, Classification, Programs, and Operations (2003 - 2004): Currently conducting a Jail Operations Analysis at the request of the Travis County, Texas Commissioners Court. Working collaboratively with County officials and staff to complete a review of jail operations, staff deployment, programs and services, physical plant conditions, population projections and recommendations for completing re-designing a 100-acre complex of 40 buildings into a cost-efficient and operational sound configuration. New Mexico Corrections Department ­ Master Planning (2002 - 2003): As part of a team, CJI developed a 10-year statewide master plan to accommodate prisoners and parolees, making the best use of existing resources. CJI conducted fieldwork, completed an operational assessments and cost benefit analysis of the best future use of twelve prisons. A report outlining the potential for using existing facilities and additional new facilities to meet projected bedspace needs was delivered. [George Camp, Camille Camp, Patricia Hardyman]

Proposed Privately Operated Re-entry Facility ­ Wyoming DOC (2002): At the request of the Wyoming Department of Corrections, CJI developed the requirements for an RFP for a privately financed, owned, and operated 100-bed minimum-security facility for prisoners returning to the community. Connecticut Juvenile Treatment Facility (Middletown, CT) ­ Transition/Activation (2001 - 2002): Under a contract with the Department of Children and Families, CJI provided a full-range of transition/activation services to the staff of the new state facility as they closed a 150-year old facility and moved into a $56M state-of-the-art facility in the same town. West Virginia Division of Corrections ­ Master Planning (2001 - 2002): CJI facilitated and assisted the West Virginia Division of Corrections and the Regional Jail Authority formulate a realistic plan to provide additional space to meet future population projections, reduce jail overcrowding, and satisfy the attorneys representing jail and prison inmates. The outcome was a plan, accepted by all the participants, and submitted to the State Supreme Court that would reduce the backlog of state sentenced prisoners to appropriate levels by 2007. Wyoming Department of Corrections - Master Plan (2001): Conducted operational assessments of facilities, population projections, and developed a master plan for the men and women’s correctional facilities in Wyoming. Existing buildings were studied for suitability of re-use. The final report described the existing conditions of the facilities and the site, and provided recommendations and conclusions to assist the Wyoming Department of Corrections in future planning. Coffee Creek Correctional Facility, Wilsonville OR (ORDOC) - Value Engineering Study (1997): Working with Meng Engineering, conducted a design and functional program assessment, and operational cost analysis of the impact of the proposed design of a 1,200-bed medium security prison, making appropriate recommendations that would result in cost savings without compromising the integrity of the Department’s goals and objectives. Philadelphia Prison System ­ 10-Year Master Plan (1991-1997): Conducted an assessment of six prisons against Philadelphia Prison System’s adopted physical and operational standards (which were developed by CJI and Prisons staff based on American Correctional Association and Commonwealth of Pennsylvania standards, as well as a consent decree) and formulated a Ten-Year Plan for implementation of the recommendations arising from the facility needs assessment work. Also produced the Operational/Architectural Program for a 2000-bed high security facility and for 1,200 bed medium security facility, as well as staffing plans for all existing and new facilities. Safford Creek Correctional Center, Aberdeen WA (WADOC) ­ Value Engineering Study (1996): Participated in a Value Engineering Analysis of the proposed Safford Creek Correctional Center with a team from Meng Analysis. Worked with a team of architects and engineers to review every aspect of the planned facility and made recommendations on how to operate and design the facility more efficiently and effectively, while maintaining staff safety and operational security. Conducted operational assessments and operational cost analysis of the impact of the proposed design of the 1,500 medium-security prison, making recommendations that would result in cost savings without compromising the integrity of the Department’s goals and objectives. Huerfano County, Colorado ­ Feasibility Study (1996): CJI assisted the investment firms Bigelow & Company and Prudential Securities in assessing and evaluating the operation, management and financials of a proposed 800-bed privately constructed and operated facility for state prisoners. Wyoming Department of Corrections Master Plan (1995): Completed an assessment of the functioning of all facilities, determined future population levels, and bedspace requirements for male prisoners. An examination of the validity of the Department's inmate classification process was also completed, and recommendations for managing future populations were formulated and made to the Governor and other key stakeholders. Commonwealth of Puerto Rico Administration of Corrections ­ Private Prison Contract Negotiations (1994): CJI played a key role in ensuring that Puerto Rico’s interests were represented and its agenda served during a series of intensive face-to-face negotiations of contracts with CCA and later with Wackenhut for the private operation of two new prisons. Through his involvement, contracts were produced that specified outcome-based performance measures, rewards for accomplishments, and sanctions for missing agreed upon provisions. [George Camp]

Wyoming State Prison - Site Selection (1990): CJI served as a consultant to the State Prison Site Selection Committee to determine the best location for a new state prison. Reviewed proposals and conducted public hearing in several communities. Numerous communities submitted proposals, which were reviewed. Based on all the information available the Committee recommended a site to the Governor and Legislature. [George Camp]

Identification of the Prisoner Market for a 1,440-Cell Privately Operated Prison (1990): Engaged by Alternative Correctional Facilities, Inc., a Georgia corporation, to determine the number and types of federal and county inmates that might potentially be confined in a 1,440 cell privately operated facility to be built and operated in the greater Atlanta area. Horton County (KS) Prisoner Market Study for a 2,000-Bed Privately Operated Prison (1988): Engaged by Horton County elected officials to determine the current and future demand for beds to confine state and federal prisoners on a contractual basis. Correctional agencies were surveyed, analyses performed, conclusions drawn, and recommendations made to the County. [George Camp]

Massachusetts Correctional Institution, Norfolk - Needs Assessment and Renovation Plan (1985): Assessed the operational physical capacity of the housing units and support facilities at this 800-bed medium security facility and made recommendations for improving the physical setting and operational conditions. Yellowstone County Jail (Billings, MT) ­ Privatization and Public Relations (1985): Assisted Yellowstone County officials in assessing its individual needs and requirements when evaluating the advantages and disadvantages of privatizing the operation of its jail. [George Camp]

Monroe County Jail (NY) ­ Needs Assessment (1984): CJI assessed the prisoner population needs and requirements and the ability of the existing jail to meet them. [Camille Camp, George Camp]

Jefferson Parish Correctional Institution (Louisiana Department of Public Safety & Corrections) ­ Transition/Activation (1983): Provided assistance to the prison staff in planning and for and opening a new medium security institution. Policy and procedure development and public relations advice and implementation assistance were given. [Camille Camp]

Sing Sing Correctional Facility (NYS Department of Correctional Services) ­ Facility Needs Assessment and Renovation Plan (1980): Working with HOK and applying NYS Standards, developed a plan for renovating the cell-blocks, program areas, and support buildings. Recommendations were based on operational and physical plant standards developed interactively with DOCS officials. [George Camp]
