Assessments of Issues and Operations in
Department of Corrections


Virginia Department of Corrections ­ Prisoner Classification and Bed Utilization (2004): CJI has just been awarded a contract to assess the Department’s prisoner classification system and its application to bed space and programs. [Patricia Hardyman, Robert May, John Blackmore]

California Department of Corrections and California Youth Authority ­ Performance Review (2004): As part of a four-person independent panel appointed by the Governor, CJI conducted, with a support staff of 25 current and retired state employees, a four-month performance review of California’s correctional system. The resulting 240 recommendations and analysis were released on July 1, 2004 in a report entitled, Reforming Corrections. [George Camp]

Hawaii Department of Public Safety - Prisoner Classification System (2004):
Conducted a comprehensive assessment of the classification systems of the Department of Public Safety for prisoners in its jails and prisons to identify and clarify all classification-related issues and problems. Developed recommendations for addressing classification-related issues identified during the assessment. [Patricia Hardyman]

New Jersey - Integrated Criminal Justice Information System (2004): CJI analyzed and assessed the state’s automated criminal justice information systems making recommendations to improve integration and enhance interfaces. A series of focus groups with users and policy makers from component agencies including corrections, law enforcement, juvenile services, and courts were facilitated. A report containing findings and recommendations was recently submitted. [Camille Camp, Da-gon Chen, George Camp]

Nebraska Department of Correctional Services ­ Maximizing Prisoner Re-Entry and Classification (2003 - 2004): CJI is assisting the Department in developing and evaluating sound re-entry programs based on prisoner needs, security requirements, and program resources. Wyoming Department of Corrections and Wyoming Division of Substance Abuse ­ Optimizing Re-entry Programs and Services (2003 ­ 2004): CJI inventoried community-based program resources, and categorized inmate needs and requirements to ensure the best use of scarce resources. Massachusetts Department of Correction ­ Operational Review (2003 - 2004): Following the murder of an inmate, and former priest, George Camp was appointed by the Secretary of the Department of Public Safety to a three-person independent panel to examine Department-wide polices, procedures, and practices that might have played a role in the inmate’s death. A six-month comprehensive examination of the facts via more than 100 interviews with corrections staff throughout the agency, more than 50 prisoners in several prisons, and study of more than 300 documents resulted in a comprehensive report that was released in February 2004. New Mexico Corrections Department ­ Independent Investigation (2001):
Following the murders of staff and inmates at several prisons, an Independent Review Panel was created by the state to assess what led to the tragedies and make recommendations for improvements. CJI conducted an extensive study of policies and procedures, security operations, classification practices, staffing, and management in both the private prisons contracted with by the state as well as state run prisons. CJI also facilitated two strategic planning exercises with the Department’s management team to assist with the development and implementation of recommended changes in policy and procedure. Wyoming Department of Corrections ­ Reducing Correctional Staff Turnover (2001):
CJI analyzed historical and current data, interviewed staff, identified best practices in other jurisdictions to assist the Department implement strategies to reduce staff turnover. Findings and recommendations were presented to the State Legislature. [George Camp]

Alaska Department of Corrections ­ Prisoner Healthcare (2000):
CJI assessed the relationship between prison healthcare staff and security staff as it affected the delivery of services. Small group facilitation techniques were used to understand the dynamics of the situation and to resolve issues. [George Camp]

Oklahoma Department of Corrections (2000): Conducted a system-wide assessment of how prisoners of different custody levels and races are assigned to housing units with different security levels to ensure that Department policies and procedures were being properly practiced. [George Camp]

Ohio Department of Rehabilitation & Correction ­ Management Strategies (1999-2000): Assisted the Ohio Department of Rehabilitation and Correction in formulating and implementing a systematic approach to ensure that Departmental policies and procedures were being practiced in the prescribed manner. Assessed the organizational climate and facilitated a series of department-wide and institution-specific planning meetings that resulted in the creation of Ohio’s “Back to Basics” or “B2B” approach to correctional management. As a result of implementing this system through out all of its prisons, there has been a significant reduction in disruptive behavior and major incidence, as well as an appreciable increase in job satisfaction, and reduction in sick days taken.

Idaho Department of Corrections - Operational and Management Issues (1997): Conducted operational and managerial assessments of five Idaho Department of Corrections facilities. [George M. Camp]

Minnesota Department of Corrections - Prison Industry Operations (1997):
Developed a five-year business plan to guide the Minnesota Department of Corrections' prison industries (MINNCORR) to profitability under a private operator. In the development of the plan, CJI utilized two simulation models to project costs and potential profits. It conducted a thorough market assessment resulting in recommendations for new product line development and expansion of markets. [George Camp, Camille Camp]

Pennsylvania Department of Corrections ­ Operations, Programs, and Services (1996 - 1997): Assessed and evaluated prison operations and procedures in all Department of Corrections prisons with particular focus on prisoner safety and access to programs and services. [George Camp]

Texas Department of Criminal Justice ­ Management Information System (1996): CJI conducted an assessment and developed functional requirements for specific program elements of an integrated correctional management information system. [George Camp]

Virginia Department of Corrections ­ Management Information System (1995): CJI conducted an assessment and developed functional requirements for specific program elements of an integrated correctional management information system. [George Camp]

New Jersey Department of Corrections ­ Perimeter Security Systems (1995): Provided an operational assessment of all the New Jersey prisons' current perimeter security systems and operations, made recommendations as to how best to upgrade and improve those systems in the most cost-effective and efficient manner, and estimated the cost savings generated at each institution based on decreasing the staffing of the institutions' perimeter towers. Georgia Department of Corrections - Organizational and Staffing Analysis (1995):
Completed a major analysis of the Central Office and regional offices. Assessed staffing and organization and assessed the agency’s structure, workload, and central and regional office staff assignment patterns and recommended options to improve its effectiveness and efficiency. Georgia Department of Corrections ­ Programs and Services (1994):
Conducted a comparative analysis of program opportunities and service availability in institutions confining female as opposed to male prisoners. [George M. Camp]

Tennessee Department of Corrections (1994): Assessed all aspects of prison operations, and the extent that crowded housing units impacted the ability of staff to manage prisoners and deliver services and programs. [George Camp]

Federal Bureau of Prisons - Independent Market Study of Federal Prison Industries (1991): Part of team that conducted a comprehensive, nationwide marketing survey to assist the Federal Prison Industries, Inc. (FPI), a government corporation and agency of the U.S. Department of Justice, to identify new opportunities to meet its growth requirements, to assess its impact on private sector businesses and labor; and to evaluate the need for changes to its laws and mandates. Connecticut Department of Correction ­ Management & Cost Benefits (1990): Connecticut's Thomas Commission (a Commission created to study ways to improve the efficiency of state government operations) tapped CJI to study the management of Connecticut's Department of Correction to produce strategies to improve cost efficiency, enhance management efficiency, and increase revenues with which to operate state government. As part of the study, organizational arrangements were analyzed and modifications were proposed to increase managerial and administrative efficiency. By developing new shift relief factors and uniform guidelines, we were able to determine areas in which the Department could realize savings while still staffing each facility without jeopardizing the safety of staff and inmates. Rhode Island Department of Corrections - Management and Operations (1989):
Performed a management study of the Rhode Island Department of Corrections that closely examined the Department’s entire operation. A crucial element of the study, which resulted in over two hundred recommendations for improvement and implementation plans for each recommendation, was a staffing analysis of the entire Department. The Department implemented the recommendations as part of its long-range goal of operational improvement. [Camille Camp, George Camp]

Mentally Disordered Offenders (1988 and 1989):
Provided consultation and advice to the Governor's Special Advisory Panel on Forensic Mental Health, appointed by the Governor of Massachusetts in an effort to assess programs and policies for the care and treatment of mentally disordered offenders. The results of the Panel's efforts were presented in a report to the Governor in 1989. [Camille Camp]
